fix(nix): give uv a CA bundle in build and install hooks ... 2c5ddabb8a

uv 0.11.x (nixos-26.05) refuses to start without CA certificates, even
for offline installs, which breaks every package build in the Nix
sandbox when hokusai follows a stable nixpkgs.

style(nix): format flake.nix with nixfmt 46a379c0e9
