Design a tag to dimension mapping mechanism and a YAML-based file format to configure it.

Acceptance Criteria

  • There exists a pydantic schema for the tag configuration
  • Some dimensions can be inherited downwards to child shards, and that can be configured in the file.
  • A ADR is created describing the tag to dimension mapping
