build: migrate to devenv

- Add devenv.nix with Python/uv setup and git-hooks
- Add devenv.yaml and devenv.lock
- Refactor flake.nix to use devenv integration
- Update .envrc from flake to devenv
- Add devenv artifacts to .gitignore
